**Stuck agent runs now recover automatically instead of hanging.**

### Fixed

* Agent runs whose turn never started now self-heal and retry instead of stalling.

Agent runs that got stuck before their turn was dispatched would previously hang indefinitely. A new startup watchdog detects these stalled runs and automatically retries them, so work continues without manual intervention.

If you've hit agents that seemed to freeze right after starting, they should now recover on their own.
